This award was bestowed in 2006 but because the recipient was in Iraq at the time we were unable to present it. However, we were able to pull off a surprise and present the award to Capt. Bill Graham at the 2007 Awards Banquet. Bill has over thirty years of law enforcement experience with the Chester County Sheriff’s Office, the 6th Circuit Solicitor’s Office, the South Carolina Arson Control Team, and the South Carolina Law Enforcement Division. Prior to his retirement he was the captain of the Arson and Bomb Squad. Under his leadership the Arson Unit grew in both size and prominence and was recognized for its continued excellence in exceeding the national arrest and conviction rates for arson crimes. Under Capt. Graham’s leadership the Bomb Squad also grew in size and service. The unit expanded to 9 technicians, 4 canines and 5 robots. The unit not only supports the SWAT team but also WMD incidents. Capt. Graham took an active role in training a variety of agencies in South Carolina and is well respected in the law enforcement, fire service and judicial systems. Following his retirement in 2006, Capt. Graham served as a Technical Advisor to the Iraq Commission on Public Integrity. He worked with the State Department and Department of Defense in building a new Iraq. He developed curricula and taught classes on Witness Protection, Program Budgeting, Facilities Protection, Self Defense, Personal Security Detail, ASP Baton, High Risk Warrant Service, Interview and Interrogation, Combat Life Saver, Weapons Qualifications, and his highly acclaimed IED Recognition. Along with his professional achievements, Captain Graham was very involved with SCLEOA and chaired the Awards Committee for many years.
